Before you can find the materials for Tanned Leather in Windrose, You have to defeat the game’s first boss Thomas Richards in the Coastal Jungle. Beating him unlocks access to the Foothills biome. which is the only place where Divi-Divi trees grow.
Once you reach the Foothills, use a Copper Axe to chop down these twisting trees to collect Tree Bark.
