The Smugglers quest in Windrose usually refers to the Underground Network side quest. It unlocks the Smugglers of Port Royal faction, who are the primary black market vendors that will buy your looted contraband, ancient relics, and luxury items.
To start this quest, you need to find a Smuggler’s Cache hidden on one of the early islands, typically located near the Pirate Remains or in the Coastal Jungle. Look for a hole in the ground obscured by broken wood and logs; smashing these reveals a hidden staircase. Inside, you’ll find a note titled “Letter to a Good Friend” picking this up begins the Underground Network quest chain.
How to Complete Smugglers Quest in Windrose

Note: Before you start, try to be around level 9 as it allows you to equip significantly better weapons and gear that provide the damage output and make sure to bring enough healing items.
Step 1: Talk to Marita

Start by speaking with Long Ben, whose tavern is running low on wine. He points you toward Marita, the ‘Smugglers’ leader. Marita explains that a ship carrying Ben’s cargo is late. Your job is to investigate its last known coordinates.
Step 2: Find and Search Marita’s Missing Ship

Sail to the marked spot on your map to find the Hunchback Pilgrim. The ship isn’t empty, you’ll have to board and clear out the pirates who have taken it over. Then, go below deck and search the ship’s decks thoroughly until you realize that the ship was robbed, and the cargo is missing.
Step 3: Return to Marita

Once you are done on the ship, head back to Marita and inform her about the situation. Reporting the robbery is important because only that way you will be able to progress further in the quest.
Hint: Use fast travel here if you have a nearby point unlocked, because that saves time.
Step 4: Recover the Stolen Cargo
Marita suspects Eddie Low (a pirate associate of Blackbeard) as the culprit. Your next destination is Foothills, where the stolen cargo is being held. When you arrive, get rid of the guards first, then recover the stolen wine and leave.
Tip: Try luring the enemies out one by one. Eddie Low’s crew uses heavy melee attacks. They can put you in trouble if you get surrounded near the cargo area.
Step 5: Return the Wine to Marita

Return to Marita and deliver the cargo back to her. With that, you will complete the Smugglers quest in Windrose

- x10 Letter of Favor
- x1 Decoration: Iron Lamps
Completing Marita’s task solidifies your relationship with the Smugglers of Port Royal. Which helps unlock better opportunities as you progress. For instance, the Buccaneers can send you on quests like “Glorious Hunters,” where you have to find diary pages and sink pirate ships to avenge fallen hunters.
