The best way to obtain it is by gaining access to Hernand Parish, which requires completing House Serkis to a certain point. To get access to the Hernandian Parish of Solumen questline tied to the Senia questline, you need to go through several faction quests.

Move into the mid-game where more faction missions get unlocked. Focus on completing House Quests across different factions to unlock a series of clue-based investigation missions.

During that time, you’ll be visiting towers, ruins, and camps to gain clues and kill enemies. All this will eventually unlock access to Senia.

Once in Senia, liberate the town by fighting and defeating the enemies along with its commander. Then proceed with Finding the Relic Quest to continue the parish storyline.
