The entire quest revolves around using the spinning wheel properly. After speaking with Bran, move a bit to your right and you will see the spinning wheel next to the workstation. Approach it and interact when the prompt appears.
When you interact with it, hold it and rotate the spinning wheel in the right direction. Then you will have to rotate it until it spins properly without slowing down.
Here is what actually matters. The objective only progresses if you keep spinning long enough to fully drain your stamina. If you interrupt the spinning in the middle of the action, the game will mark it as unfinished. Just continue rotating and wait until your stamina bar is depleted.
Once the objective updates, step away from the wheel and talk to Bran. He will comment on it and decide not to sell this wheel anymore. This ends the quest and gives you a number of rewards.

Among these rewards there will be Thin Hide, +50 Trust with Bran, and +30 Contribution XP, plus an inventory upgrade such as extra slots or a bag.
