As I have mentioned earlier, Chrysalis Sigils drop from Quincy enemies located on the Soul Society island. In order to access it, you need to reach Level 8500 and complete the Hogyoku Quest by collecting all six fragments from other locations.
If you manage to get into Soul Society and still get no drops, check whether you have any required progression left unfinished.
Once inside the island, go straight to the Quincy group spawning near the entrance point.

The drop rate for this item is quite low, around 5%. Therefore it is recommended to increase your kills per minute rather than relying on luck alone.
