To unlock the Unfettered Rope Dart in Where Winds Meet, you need to travel to Ghostlight Market, which lies beneath Kaifeng City.
Open the Develop menu and select the Unfettered Rope Dart martial art to track it. Once tracked, the game will highlight the route to Ghostlight Market on your map. Follow the marker until you reach the dock area near the market.
At the dock, you will meet a ferryman sitting by the water who can take you to the Nine Mortal Ways base. You have to pay 999 Zhou Coins and he will transport you directly to the Nine Mortal Ways Sanctum area.
How to Infiltrate the Nine Mortal Ways Sanctum

Once you enter the base, you will automatically enter stealth mode if you are not part of the sect.
Follow these steps:
1. Enter the Water Passage: At the entrance, dive into the small pool of water to avoid the guards on patrol. Swim under the bridge and follow the underwater path to avoid nearby guards, until you reach a safer section inside the base.
2. Eliminate the First Guard: Once you surface, climb onto the nearby ledge and look down at the guard below. Use an aerial takedown using Touch of Death ability to silently eliminate him. After that, cross the nearby bridge.
3. Clear the Corridor Guards: You will reach a hallway with three enemies positioned in different areas: One inside the room on the left, one patrolling the corridor, one inside the room with the wine jars.
4. Infiltrate the Library Hall: The corridor leads to a large library hall filled with bookshelves. Avoid walking through the center, climb onto the shelves and move across the top. This allows you to avoid being seen while eliminating guards one by one. After clearing the room, exit through the doorway on the right.
Final Steps to Unlock the Unfettered Rope Dart

After leaving the library area, you will encounter another water passage that leads deeper into the sanctum. Dive back into the water and swim through the right-side underwater passage.
Look for two staircases submerged in the water. Take the second staircase to avoid guards standing near the first path. Climb the staircase while avoiding or silently eliminating the guards blocking the path.
At the top platform you will reach the skill observation point. Interact with it and complete the Quick Time Event (QTE) sequence to finally unlock the Unfettered Rope Dart.
Once the sequence is finished, the martial art will be permanently added to your skill list.
