Go to Delesyia City and look for bounty posters around buildings, wooden posts, and shop areas. Interact with Elara’s poster to know her location on the map.
She can be found in the Benus Bandit Camp inside Southern Delesyia. To access the camp, travel southward from Marni’s Laboratorium or travel towards the northeast direction from Marni’s Masterium. Inside the camp, go to the scaffolding near its outer edge. She is most likely present there and stands out from other bandits due to her unique costume.

Most failed attempts happen because players treat this like a normal kill target. Elara needs to be caught using tackle mechanics, not weakened with regular attacks. If you accidentally kill her, it lowers your payout just like the other bounty missions.
Option 1: Clear the Camp First
Pull nearby bandits and fight away from Elara instead of rushing the center scaffolding. Fight them in smaller groups until the area around her settles down.

Liberating the camp would not change her positions, so once the camp is clear, walk up to her and trigger the chase sequence.
When she starts running, stay close and tackle her as soon as you are in range. On PC, you can do this by holding R when the prompt appears. After the takedown, tie her up immediately.
Option 2: Chase Her Out of the Camp
Run up to the scaffolding area and trigger her escape without clearing the camp first. Elara will run beyond the camp edge, which gives you a short window to separate her from the rest of the group.
Keep sprinting, create enough distance from the bandits behind you, then tackle her before they catch up. If they reach you during the animation, there are chances that your capture attempt may fail so do not force this method while you’re already involved in the fight.

After you secure her, holster your weapon before trying to pick her up. If the carry prompt does not appear, this means that you haven’t holstered the weapons fully. You can also place her on your horse to make the return trip more manageable.

For the return, take the mountain path north of the camp toward the Sanctum of Veneration. It is safer than traveling through hostile areas. Before you enter the Delesyia City, remove your mask and avoid unnecessary interactions or cutscenes until you hand her over to the constabulary.
