The Toy Boat can only be used after you have interacted with the three Gestrals who are frolicking in the water. They mention a lost toy that has been washed away. The game registers this task as a minor side quest as soon as you have a conversation with the characters.
Reach Through Vero
They can be reached from the Reverie Path expedition flag in Verso’s Drafts area. From there, proceed to the shaded region opposite Esquie’s cousin.
Keep to the right side of the trail until you encounter the water with several Gestrals in close proximity. Upon conversing with them, they will narrate the story of the boat.
Return the Toy Boat
In case the Toy Boat is already in your inventory, you can return it instantly. The Gestrals will shower you with gratitude and gift you a Piece of Cake upon your return. This item is significant later on, so make sure you don’t miss this step.

Make your way to the waterfall and then do a careful jump to the area below. Go under the water that is pouring down to discover a hidden cave that is behind it. In the cave, go right to the back. A glowing purple or pink object will be there. Interact with it to collect the Toy Boat.

Returning the Toy Boat gives you a Piece of Cake. This is one of three pieces needed to create a Birthday Cake. The completed cake is required to open a special gingerbread door in Verso’s Drafts.
